Goals, policies, strategies pertains to what political parties aim to do as well as what they actually do. This includes whether they pursue "office goals" or "policy goals," their "issue advocacy," and their "campaign activities."

Issue Advocacy --	economic issues social issues civil liberties foreign issues material-postmaterial national integration/devolution populism
Uncompetitive Tactics --	subversive restrictive
